Position Summary Information

Primary Purpose

Responsible for managing a wide range of complex budgetary and accounting functions and processes for all areas reporting to the Dean of the University College, including, but not limited to The Center for Professional and Continuing Education (CPCE), University College, Center for Teaching and Learning, State Authorization, OLLI, etc. Provides assistance to the Dean, University College and the Executive Director for Professional Learning and Workforce Development on the development of annual budget and long term projections for their planning and decision-making. In addition, supports the Shorelight Education effort (UOPI) as a liaison between Finance group and the Academic Schools on the submission of cost reimbursement documentation.

Essential Functions

1. Oversees budgets ensuring that University policies and best practices are followed.
• Monitors accounts and provides the Dean, University College and others with status reports as requested.
• Monitors instructor salaries and contracts.
• Prepares and analyzes college and program reports; prepares and analyzes monthly, quarterly, and year-end financial reports.
• Collaborates on the development of annual budgets and multi-year projections, including analysis of budget trends, projecting expenditures, and projecting revenue with ROI (return on investment) for all programs.
• Prepares and reviews accounting transactions and maintains financial and accounting records, including payables and receivables, vendor accounts, employment authorizations, payroll processing, reconciling daily cashiering functions, petty cash fund, and PROCARD (department credit cards) expenditures.
• Verifies Banner journal entries for posting and processes needed for corrections.

2. Coordinates and oversees the purchasing of equipment, materials, and supplies.

3. Serves as liaison between the Finance Center, Academic Budget Office and the Central Budget Office on financial issues as well as serves on or attends other campus meetings or committees.

4. Reconciles departmental accounts and assists in maintaining a system of internal control over transactions.

5. Ensures all programs/contracts/grants/transactions are in compliance with University business policies and procedures and in compliance with procedures of various units on campus.

6. Performs advanced and confidential administrative duties for the Dean, University College and others at the direction of the Dean.

7. Assists with special analyses and research projects as requested by various University offices and external funders.

8. Serves as a liaison between the Finance Department and the Academic Schools in the development of the cost documentation in support of invoice submissions for the Shorelight Education partnership (UOPI) on both a monthly and quarterly basis.

9. Performs miscellaneous other duties as assigned.

Minimum Qualifications

• Bachelor’s degree in business, accounting, finance, or related field.
• Three (3) years’ experience in budget and business management.

Preferred Qualifications

• Strong computer skills including intermediate to advance Microsoft Office skills and substantial experience with accounting software. Advance skills in excel and working with large databases.
• Ability to analyze, interpret, and summarize complex data into recommendations for management.
• Ability to research data, often using multiple sources, to respond to requests for others.
• Working knowledge and understanding of grants and sponsored programs.
• Advanced knowledge of accounting and business practices, thorough knowledge of the University’s accounting policies and procedures.
• Good problem solving skills.
• Ability to work independently with critical deadlines and competing priorities.
• Capacity to promote teamwork in a collaborative environment.
• Positive attitude, proven ability to work successfully with diverse populations, and demonstrated commitment to promote and enhance diversity and inclusion.

Physical Requirements

Frequent sitting and computer use. Occasional walking, standing, bending, kneeling, and use of phone. May be requested to lifting up to 25 lbs.

Work Environment/Work Week/Travel:
