Position Summary Information

Primary Purpose

The role of Enterprise Application Development Manager is to plan, organize and manage staff and operations to lead the vision for, and strategic use of programming and application development at Pacific. This includes the design, development, delivery and ongoing support of developed and commercial software to meet business requirements. The incumbent will manage and optimize resources using best practice software development methodologies in a manner consistent with the expectations of students, faculty and staff.

Essential Functions

1. Provide Leadership of a team of Application Developers –In this position the Manager needs to collaborate with their supervisor to accomplish a minimum set of leadership tasks including:
1a. Define, document, and implement Roles and Responsibilities across the organization, including key linkage and communication to other units and individual roles within the University and Strategic Partners.
1b. Define, implement, measure and report on Unit Key Performance Indicators.
1c. Establish documented/dynamic Operating Procedures and Performance Standards.
1d. Establish and measure individual goals and objectives for each team member on a Fiscal Year basis.
1e. Ensure and implement individual Professional Development Plans for all reporting staff.

2. Serve as liaison between department leadership and staff. Advocate for team member’s needs and provide visibility of successes.

3. Work with university stakeholders to review business processes and gather/define application requirements.
3a. Prepare RFPs, bid proposals, contracts, scope of work reports and other documentation for application needs.
3b. Negotiate with vendors, outsourcers and contractors to procure services associated with university programming needs.

4. Actively drive the development life-cycle from requirements analysis, feasibility estimates, design, code, documentation, testing, implementation, and support. Responsible for design reviews, code reviews, and mentoring the software development team.
4a. Develop test process and plan for application and programming performance.
4b. Support change management process to manage software releases, application patching and changes to production configurations.

5. Build and manage multi-disciplined software teams and oversee the development processes using industry best practices.
5a. Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality/user base.

6. Participate in the development of IT strategies in collaboration with the executive team.
6a. Establish and maintain regular written and in-person communications with the organizations executives, decision-makers, stakeholders, department leaders, and end users.

Minimum Qualifications

Four (4) years experience in enterprise level application development with experience as a hands-on programmer and at least two (2) years as a software development manager. Experience managing multiple teams.

Preferred Qualifications

• Bachelors of Science degree in Computer Programming and/or Computer Science, Information Technology.
•Experience managing multiple teams with interactions across multiple, geographically dispersed sites.
•Must be able to comfortably discuss computing topics with varying levels of personnel from student to CIO.
• Strong people and management skills to interact with staff, colleagues, cross-functional teams and third parties.
• Ability to drive a culture of quality and personal accountability through development and delivery teams.
• Commitment to quality through the ability to translate complex technical requirements into functional software using best practices.
• Expertise in vendor contract management and management of distributed development teams and resources.
• Experience in software development methods like SCRUM and TDD.
• Experience in application architecture and making rational buy vs. build and interface decisions.
• Excellent verbal and written communication skills and the ability to work equally well in self-managed and team-based software development projects.
• Technical knowledge of web applications using web services (REST/SOAP/SOA/XML/HTML).
• Experience with MS Word, Excel, PowerPoint, MS Project.
• Experience with NetBeans, Subversion, Git, Jira.
SQL, Oracle or other database interface experience. Understanding of relational database design concepts.
JSF, J2ee, JavaEE, jQuery, JavaScript.
• Positive attitude, proven ability to work successfully with diverse populations and demonstrated commitment to promote and enhance diversity and inclusion.

Physical Requirements

Requires extended periods of sitting and repetitive hand/wrist motion while using computer keyboard and phone.
Occasional standing, walking, climbing stairs, bending, stooping and reaching.
Ability to lift up to 40 lbs.
Physical ability to participate in training sessions, presentations and meetings.

Work Environment/Work Week/Travel
Work is primarily performed in a standard office environment with use of computer and phone.
Exposure to noise, warmer and cooler temperatures when working in closets, data centers or construction environments.
Work performed primarily during standard office hours, additional work required to meet business needs or deadlines.
Includes evening and weekend hours.
Travel expected for purpose of meeting with clients, stakeholders or training.

Valid driver’s license required. Incumbent must also be able to meet the University’s fleet rules and be eligible to drive for University business. The University’s insurance carrier reserves the right to exclude applicants based on their driving record.
